Issued authorizations do not establish construction starts. The adjusted count excludes the recorded larger-site bucket; scope and limits of that adjustment. Records observed 2026-10-05.
Where the month-to-month decline appears
The adjusted total moved from 172 to 168 units (down 2.3%). Newly counted groups moved from 129 to 107. Those are separate timelines: new authorizations can belong to groups already present in earlier reports.
Two- and three-unit site classifications numbered 18, against 12 in August 2026; single-house groups moved from 117 to 89. The category counts show which part of the recorded mix accompanied the change in activity. Classification can move as related permits arrive; it is not a measure of sales or construction completions.
A low prior-year base changes the headline
The annual increase starts from 127 adjusted units in September 2025, compared with 168 now. That makes 32.3% growth compatible with this month's decline from August 2026. It does not establish an upward monthly trend.
The broader building series gives a smaller annual increase: 168 versus 127 units, up 32.3%. The larger-site adjustment removes 0 units from the current reading and 0 from the baseline. This unequal adjustment explains why the two growth rates diverge. How the comparison boundaries work.
