Holly: Zoning Conditions and Parcel Amendments

Last reviewed September 17, 2026 · City of Austin planning documents · Kimbrough Gray · KiliGray Homes
Holly’s adopted zoning conditions need to be separated from the neighborhood plan’s height proposals. Later parcel ordinances can preserve or replace those conditions. A recent example confirms that a commercial designation can still carry a prohibited-use clause.
Applies to: The examples below concern the identified parcels. They do not establish a Holly-wide height or unit limit.

Restrictions traced to adopted documents

A signed parcel ordinance preserves a use prohibition

Ordinance 20180809-095 rezoned 2715 East Fifth Street and 420 North Pleasant Valley Road. Part 2 prohibits cocktail-lounge use on Tract 2; Part 4 keeps the property subject to Holly’s original Ordinance 011213-44. The tract map is essential to applying that condition.

20180809-095, Parts 1, 2 and 4; Exhibit A (PDF p. 2).

What is still unresolved in the original height proposals

The previous page quoted proposed height limits from the plan. This review has not verified those limits in a complete signed copy of Ordinance 011213-44 and its relevant amendments, so they are not presented here as restrictions. For 2730 East Cesar Chavez, the City’s 2024 staff report identifies commercial off-street parking as a conditional use under that ordinance; it is a parcel example, not proof of a neighborhood-wide height rule.

Send us an address and we will tell you what we find

We do this research ourselves on every project we take on — zoning, floodplain, watershed, trees, whether it is a legal lot. Send us an address and we will run it and tell you what we find. It works the same whether you own a vacant lot, a house you are thinking of adding a unit to, or a house you are thinking of replacing. No charge and no strings, and if it is a bad lot we will say so.
