The plan explicitly distinguishes its future-land-use map from zoning. Its character-district descriptions and illustrated story counts do not, by themselves, establish a legal building envelope or prohibit a housing use allowed by applicable zoning.

Restrictions still need an ordinance match
This review has not established a neighborhood-wide zoning condition adopting the illustrated story counts. For a Buell, Anderson or residential-interior site, use the City’s zoning resources to identify the base district and any CO or regulating-plan conditions, then retrieve the parcel’s rezoning ordinance. The absence of a confirmed plan-derived cap is not a determination that the property has no restrictions.
