78721 Building Permits: The December Cluster Behind a Flat Annual Total

Last reviewed September 17, 2026 · City of Austin issued permit records · Kimbrough Gray · KiliGray Homes
The two annual totals for 78721 are identical, but the reviewed year is far from evenly paced. December’s authorizations cluster on Susana Almanza Street, Johnny Limon Way and Jorge Guerra Street. Our September 2026 review separates that concentrated issuance from the smaller address groups elsewhere in the ZIP.
Applies to: Austin-issued residential records in ZIP 78721; buildings with five or more units excluded.

Local findings: September 2026 review

Reviewed 2026-09-17; records observed 2026-09-15. Period: September 2025–August 2026. Findings describe that saved window; the current comparison above can advance separately.

Three street names explain nearly all of December

December 2025 records 39 units. Susana Almanza contributes seventeen, Johnny Limon fifteen and Jorge Guerra five, totaling 37 of the 39. Susana Almanza and Jorge Guerra also appear in January, while Johnny Limon’s entire fifteen-unit contribution in the review falls in December. The peak is therefore traceable to a particular set of street records rather than a uniform increase across 78721.

One September address also changes the monthly picture

September’s twenty-unit total includes twelve units associated with 5519 Jackie Robinson Street. Across the full year, the ZIP has 115 units at 57 base addresses on twenty street labels. The Jackie Robinson group and the December streets help explain why the same 115-unit annual result as the preceding year can conceal a strongly uneven schedule.

Separate concentrated authorizations from small-site comparables

The review also contains three-unit address groups at Nickols Avenue, Santa Anna Street and Downs Drive. Those records may be more useful starting points for a small infill proposal than applying December’s entire 39-unit surge to its immediate surroundings. The clustering identifies where the recorded authorizations occurred; it does not prove a shared developer, synchronized construction or a common market-release date.

Planning context: East MLK: subareas, US 183 and residential infill.

Send us an address and we will tell you what we find

We do this research ourselves on every project we take on — zoning, floodplain, watershed, trees, whether it is a legal lot. Send us an address and we will run it and tell you what we find. It works the same whether you own a vacant lot, a house you are thinking of adding a unit to, or a house you are thinking of replacing. No charge and no strings, and if it is a bad lot we will say so.

We are homebuilders, not the City of Austin. This page explains how we read the code in practice — it is not legal advice and it is not an official determination. Always confirm with Austin Development Services before you rely on it for a project. The authoritative text is the Austin Land Development Code; permitting questions go to Austin Development Services Department.
